'Neighborhood Watch' Movie Review: Jack Quaid, Jeffrey Dean Morgan Elevate Nuanced Thriller

A mentally ill young man has teamed up with a security guard who is forced to retire to solve a kidnapping in the neighborhood clock, which is now available on VoD platforms.
