Highlights from the meeting of the Dare County County Board of Commissioners in May 2025

The following is a summary of the session of the Dare County Board of Commissioner in Dare County and does not contain all points that have been discussed. The Dare County Board of Commissioners adopted the following proclamations and resolutions in order to highlight different interests and concerns:

Rescue of the Lives Task Force Co-chairwoman Roxana Ballinger and Wally Overman provided an update via the Dare County Opioid Settlement Financing Plan, in which North Carolina's opioid settlement was outlined in North Carolina in July 2021. Dare County is expected to receive about 6.4 million US dollars between 2023 and 2039.

The total financing available for the 2026 financial year is $ 383,700, and the budget prioritizes the financing of a peer support specialist position and the recovery Court manager as well as the distribution of naloxone and test strips as well as initiatives that deal with the needs of the social determinants of the health center. Dare County Manager Bobby Outten presented the recommended budget for the 2025-2026 financial year in the amount of $ 242,865,850, with the general fund in 143.011.201 USD. The proposed household does not include an increase in property tax and is based on the use of neutral property tax rate of 26.32 cents. Public hearing for recommended budget:

The Dare County Board of Commissioners will hold a public hearing for the proposed budget, which will be held in the Dare County Administration Building (954 Marshall C. The Dare County Board of Commissioners carried out a public hearing to discuss a proposed text change to section 22-27.3 of the Dare County Zoning Ordinance. The change, which was submitted by Obx Timber Trail LLC, is intended to remove the multi-family density limitation, which is determined by the “influencing zone” within the Special Environmental District (SED-1), which includes Buxton and Frisco on Hattteras Island.

The SED 1 distribution was founded in 1988 to protect the Cape Hatteras Brunnenfelder and the surrounding Buxton Woods Maritime Forest and to set strict restrictions on development, density and environmental influences. Later this year, a “zone of influence” was added to expand certain development restrictions-an apartment in the density of three units per morning, within half a mile north of the SED 1 limit.

After checking the proposed change at its meeting on April 1, 2025, the Dare County planning authority recommended that the change application approved and found that it corresponds to the Cape Hatteras Wellds and Buxton Woods in accordance with the Land Use Plan 2022 and the current state regulations. The planning authority has also found that the restriction is located in multi -family houses, while other uses with higher influence, such as hotels, campsites and restaurants, are permitted without similar sealing restrictions.

During the public hearing on the public hearing on May 5, 2025, the speakers expressed concerns about the cancellation of the restrictions, under leadership for potential effects, including the increased development and long -term environmental health of Buxton Woods.
