Body Camera film material shows the arrest of the former COP of STL County after firing recordings during the Kirkwood trunk or-treat event

Kirkwood, Mon (first alarm 4)-The newly released film material from the police body shows the chaotic moments after the former officer of St. Louis County, Matthew McCulloch, opened fire during an event in 2023 with hundreds of children and families in Kirkwood.

The film material preserved exclusively from First Alert 4 captures the night of October 15, 2023 in a parking lot of the North Kirkwood Middle School when McCulloch fired 12 shots into the air in the at night described as a bipolar manic episode.

While nobody was physically damaged, the Body camera film describes a panic scene when parents and children tried to cover.

McCulloch is seen bloody in the film material after being attacked and beaten by the parents at the event. When the police arrived at Kirkwood and captured the free officer, the now convasted criminal demands an officer from his back to which the official says: “You don't.” McCulloch replies: “I actually do it and you know it.”

McCulloch also identifies himself as a law enforcement officer for the police who arrest him.

Kirkwood Police Body Camera-Video video received the first alarm 4, which had her reaction to the shots in a trunk or-delet event.

McCulloch, the son of the long -time public prosecutor of St. Louis County, Bob McCulloch, who left the role in 2018, and nephew of the current public prosecutor of St. Charles County, Joe McCulloch, said in January to record eight charges for crime, including the risk of children and a terrorist threat. In March he was sentenced to a suspended probation for a suspended sentence in March, without prison period that triggered the opposites of parents who were at the scene of the crime.

Among other things, his suspended terms include no contact with victims, random drug tests, mandatory therapy, sobriety, a ban on gun weapons and regular court reviews. His first judicial check is set on July 11, 9 a.m.

The newly published video has inflamed the concern between families, which say that the punishment does not correspond to the danger they have experienced.

“You start reading about these things after something has happened to you and see that there was all sorts of corners, but I wish that there was more prison sentence, a little more than what was forgiven,” says parents' bobby Shah, who was previously expressed against McCulloch's conviction.

The Shah family says that the film material only increases its conviction that McCulloch should have been sentenced to prison, and quoted that McCulloch appears to be calmer than the psychiatrist who testified to McCulloch that a manic episode had painted him.

“I am frustrated because McCulloch seems to be more control than that [psychiatrist] Let it sound, ”said Shah.

Family ties

The first Alert 4 asked Melissa Price Smith, public prosecutor's office of St. Louis County, whether McCulloch's family ties should lead to a change in the event location.

“Together with most people in my office, I think that this case should have come into conflict in another office,” said Price Smith in an exclusive interview compared to First Alert 4. “I was hired by Bob McCulloch, many people in my office were hired by Bob McCulloch.”

Nevertheless, Price Smith did not lead the office at the time of the district district. On January 3, 2025, she accepted the Wesley Bell office on the same day when McCulloch owed himself. Even then, her office was able to recommend the prison period for McCulloch, but he took a blind plea, which means that the judge decides on liability conditions.

Although the public prosecutor recommended a three -year prison sentence, judge Ellen Ribaudo imposed a easier punishment and sentenced McCulloch to a suspended prison sentence of five years of supervised probation. Ribaudo cited the testimony of a psychiatrist that McCulloch experienced a manic episode in connection with bipolar disorder at the time of the shootout and his need for treatment and therapy.

Ribaudo also referred to security concerns if McCulloch was detained in view of the long -term connections of his family with the law enforcement authorities and the persecution of violent criminals.

Ribaudo decided that McCulloch could be monitored and better treated in the parish in the municipality, and found that public security would maintain strict supervision

Parents who were at the event like Bobby and Lisa Shah said that the Bodycam film made painful memories again. “It is assumed that you will see your friends, everyone has a good time to make chaos and incredulously,” said Bobby. Her son added: “My first instinct was only to be run.”

The Shah and others believe that McCulloch's connections to powerful personalities in the region can influence their sentence. “His job was to protect people and he came from a family who knows the system,” said Bobby Shah. “He knew what the consequences could be.”

The first alarm 4 turned to Bob McCulloch, who was hung on the phone in the middle of the conversion. Joe McCulloch rejected a statement, and Matthew McCulloch's lawyer Brian Millikan also rejected to speak for himself or his clients.
