ADCRR reacts to occupants that record the videos of attacks

Tucson, Az -New videos provided by occupants Advocate Donna Hamm and published two occupants publicly by an inmate on Facebook show, which beat another with another with a padlock in the Tucson complex without the prison staff in sight.

“We see that and that is a tiny, tiny part of what's going on around the clock,” said Donna Hamm of the Reform of the Middle Way. “The department for corrections is in crisis mode. And they don't hide it very well.”

In response to reporting, the Ministry of Corrections, Rehabilitation and Return (ADCRR) referred to the video as an isolated incident.

However, ABC15 has received videos that were also recorded and posted by inmates and show additional attacks and even videos in the tictok style.

The executive director of the Arizona Correctional Peace Officers Association, Carlos Garcia, told ABC15 that a lack of personnel stimulate the problem.

“If you have an officer in 3 buildings, no officer will react to an attack on the farm because nobody is on the farm,” said Garcia. “So you run, try to keep up with this workload, not to check cells, not to fall down.”

On Tuesday, ADCRR confirmed an incident with three inmates. They said ABC15 that two occupants had suffered minor injuries after the jump -off.

A spokesman added that an examination was underway. There is no persistent threat to employees or occupants.

Only last month, ABC15 reported on several murders in Arizona prisons over two weeks in 2025.

“The Ministry of Corrections, Rehabilitation and Returning Arizona (ADCRR) today reacts to a video circulating in social media, which represents violence between occupants in the Arizona State Prison Complex – Tucson.

The ADCRR is currently investigating this isolated incident, which took place on May 14, 2025, and shows two inmates in a targeted attack on another inmate. However, the video shows no reaction from employees. The following day, May 15th, ADCRR became aware of the online posting of the video. All people who are connected to the brutal actions, including those who illegally had access to a mobile phone, are examined and are fully held accountable for their actions for their actions and state law. The department confirms that violence in some form is unacceptable in the Arizona prisons and is not tolerated.

While this specific incident is examined according to department command 706, the protocols of the Incident Command Systems (ICS) of the department or an incident will be activated on May 14th if the prison officers or employees become aware of an incident, as on May 14. ICS protocols include stabilization, isolating and containing the incident and the preservation of life, property and order, as they were done in response to this incident. ICS also ensures that endangered people are removed from the situation and that treatment is intended for all injuries.
