Say court documents

Jamestown court documents claim that a 55-year-old woman in Jamestown, who is exposed to a crime due to child abuse, resembles a behavioral pattern as past cases in which a non-verbal child was injured without witnesses.

Deborah Ellen Jespersen is charged with abuse of the child, a class B crime.

Jespersen competed in Jamestown in front of the Southeast District Court on Monday, May 12th. Later she was released from the Stutsman County Correctional Center on Monday to get personal recognition.

The accused is accused of being a child of a child and being added or admitted to a child or physical injuries, a considerable bodily harm or a serious bodily harm of a child who is younger than 6 years old.

The preliminary hearing and/or indictment of Jespersen is planned for June 11th and a procedure for the jury for criminal offenses is set for September 16.

A class B crime is punished at 10 years in prison and a fine of 20,000 US dollars.

In five past cases, Jespersen was not charged or convicted of a crime, which were examined by the North Dakota Department of Health and Human Services.

Scott Edinger, chief of police from Jamestown, said that some cases are usually put forward to investigate the Jamestown police, while others do not do so. He said there could be a few cases in which cases of no agency were reported.

Edinger said that the Jamestown police refer to all cases of alleged child abuse against social services. He said for a few cases going through a third like a hospital before they are transferred to the Jamestown police.

“There are many ways to see these cases appear,” he said.

A request for comments on the children's and family services of North Dakota Department of Health and Human Services was not returned.

Investigation of April 28th incident

Lt. Sid Mann, a detective at the Jamestown Police Department, was contacted on April 29 by the Human Service Zone Buffalo Bridges about a report by a 6 -month -old boy, which was assumed that he is a victim of child abuse, according to court documents. The child's parents learned that an incident allegedly on April 28 in a childcare not licensed in the 707 5th Ave. Se was carried out by Jhannpersen. Court documents state that the right arm of the 6 -month -old child suffered a spiral fracture.

Jespersen also lives in the 707 5th Ave. Se.

The child's parent was communicated by Jespersen that another child had entered him during the “abdominal era”, according to court documents. The parent told the parent that she thought the child had a broken arm, but the parent did not believe that a child who steps on the child would break her arm. The parent was later announced by Jespersen that the child began to “use his arm slowly, so it might be really injured”.

The parents later brought the child to the emergency room of the Jamestown Medical Center Regional Medical Center on April 28, where they were informed by a doctor that the spiral fracture of the upper arm bone indicates child abuse, according to court documents. The parents refused to abuse child abuse, which occurred under their care.

Another doctor who specializes in cases of abuse of children and examined the infants also said that the violation has an indication of child abuse, according to court documents. The doctor said that if the injury had taken place as described, this would lead to a cross fracture.

The man and an employee of the Human Service Zone from Buffalo Bridges shared on April 29 that she brought the child into the childcare area and put him on a play mat for the abdominal life, while other children made a nap, according to court documents. Court documents state that Jespersen man said that a 3-year-old girl had entered the child when she put her mat away.

“Cases did not say that the 3 -year -old stopped or twisted or did everything as on his arm and continued,” says court documents.

Court documents say that Jespersen told the girl that he should be careful “when she was awkward” and was worried that the child was taken up.

The man said that the child's injury took place in their childcare, according to court documents. She told her that she recorded a child's video with her cell phone to document the injury.

Complete man said that their childcare license was revoked in 2018, according to court documents. Her daycare license was revoked in 2018 with a knowledge of the licensing agency after the child and family services examined an incident in which a 3-year-old boy was violated in a licensed day care facility that was operated by Jhannpersen, according to court documents.

The 3-year-old girl, who weighs £ 30, told the Human Service Zone employee that the child was injured by Jespersen in the childcare operation by being dropped.

“She didn't mention anything about the fact that he kicked him and hurt him,” says court documents.

Court documents state that the 3-year-old girl moved in the room to kick objects and not be awkward during an interview with the employee of the Human Service Zone Service Zone in Buffalo Bridges.

On April 30, in an interview, Mann Jespersen asked to place a fabric bear as she remembered the child at the time of the incident. Court documents state that she put the bear on the mat on the matt, with the arm placed on the floor on the mat in the hiking area.

“This contradicted the placement of the abdominal period discussed at the time of the incident,” says court documents.

When man asked Jespersen how the child was entered, she told him: “It happened so quickly that she couldn't remember”.

Another child was informed of Jespersen that the 3-year-old girl had entered the child, according to court documents.

“… it happened during the nappera period, so they slept when it happened just as in the case of 2018,” said court documents.

Mann wrote in court documents that it is difficult to believe that someone would think that the child's arm was broken, unless this person caused it, felt it and heard it.

Jespersen was arrested on Friday, May 9th, after an interview with Mann in the Law Enforcement Center in Stutsman County. The Jamestown police carried out a search order for their phone, apartment and vehicle.

Mann also found that the childcare facility “needed repairs” and “literally held together with tape”.

2014 Investigation by child and family services (CFS)

In 2014, a 10-month child boy was the victim of an incident in which Jespersen was a licensed day care facility, according to court documents. The injuries that the infant received included a 1-inch scratch in the right corner of the mouth, several small red markings/dots on the left hand, a lesion of the scratch on the left hand, a pink nickel size in the lower left arm. Friction burn type lesion behind the left ear and a heavy, deep red frictional burn or bruises on the back of the neck.

The child's parents said that the child had no grades before day care, according to court documents.

The abuse contested and said that the injuries would have deleted the vomiting with a soft Terry towel too hard, according to court documents.

“She used the excuse that the incident occurred so quickly and she was in such a hurry to have tidy the vomit that she was not sure whether she was doing something to cause the brands on her hands,” says court documents.

Court documents say a doctor stated that physical abuse could not be excluded, and requested a bone survey with the report, in which suspected physical abuse is displayed.

Second examination in 2014 according to CFS

A 7 -month -old child was the victim in an incident in which Jespersen participated in a licensed day care facility, which she worked, according to court documents. The child's injuries included a bruise, prise and scratch traces in several places, of which Jespersen claimed that the child came as a bouncer and possibly caused the injuries.

In a separate incident, a 6 -month child boy was the victim in an incident that was injuries to his leg, as court documents say. An investigator said the child preferred a leg and did not use it. Court documents state that Jespersen did not report the child's mother about the child's violation and told the investigators that the 2-year-old came across the child, which led to a bruise from tissue.

2018 investigation by CFS

A 3-year-old boy was injured in a licensed day care facility operated by Jespersen, according to court documents. The boy told his father that Jespersen put his fingers in his mouth and that his neck hurt. The parents also watched scratches on the face and hands of the boy, for whom Jespersen had no answers.

The boy also said that Jespersen was angry and hit him three or four times with a closed fist under his chin, according to court documents.

Court documents state that Jespersen has announced other children in the facility that the incident took place during the nickroent period. Court documents say that no other child saw the incident.

According to court documents, the license for the Day Care of Jespersen in 2018 was revoked in 2018 with a statement against them.

2020 examination by CFS

A 1-year-old child's boy has suffered several bruises on the arms and back of his knees, according to court documents.

The parents, who shared 50-50 custody, accused each other for the injuries that the child had suffered.

Servid that operated a non -licensed childcare was not questioned at this point because nobody suspected it, as court documents say. The only other care provider with the child between the custody exchanges was closed.

2022 examination by CFS

A 2-year-old boy had bruises that his parents claimed by the others, according to court documents. The child was examined for child abuse and none of the parents admitted to causing the injury.

The mother suspected that the mother suspected in court documents. In this case, the case was not asked as a suspect.
