Arrest warrants showed that Winkeler, when the officers arrived at the scene of the crime, found dead and lying on the floor next to his car. Documents also showed that Winkeler's department was issued, and Bell was not at the scene.

The MPs were able to find Bell a short time later when carrying out traffic stops, and they found Winkeler's weapon.

In addition to the officer, Winkeler was a volunteer fireman at the fire department of Dillon County in Latta before he was shot.

The relatives announced MBF News in 2020 that he had just passed his law enforcement agency and that South Carolina Criminal Justice Academy was soon to start.
