Former sport PS Peter Kaberia called over the scandal of the stadium of 1.5b

Former special secretary Peter Kaberia was invited to explain alleged irregularities in the contract department of stadium work across the country.

The implementation committee of the National Assembly, which examines the delayed conclusion of several sports stadiums, demands that Kaberia gives answers to decisions that were made during his term in the government of Uhuru Kenyatta.

The chairman of the committee, Raphael Wanjala, who is also the Budalang'i MP, said that the matter had been unsolved for five years and must now be addressed.

“We want him to come and to take light on this crucial matter that took five years to act on it,” said Wanjala.

Kaberia has received a two -week announcement and is expected to appear in front of the committee during the week from May 11th.

The committee is also concerned about the lack of legal measures against persons who are involved in investigations by the Ethics and Anti-Corruption Commission (EACC).

According to the Commission, the director of the public prosecutor's office has already been submitted to their investigative files and are waiting for the approval.

The EACC informed the committee that he had recommended charges against Kaberia and four other people, including two foreigners.

“We want the DPP to check the files and recommend the next procedure to the EACC as soon as possible,” said Wanjala after the committee received a report on the Chan stadiums.

The results of the anti-graft agency indicate that Kaberia points out to procurement injuries during the contracting of lighting system installations in the stadiums of Kipchoge Keo, Ruringu, Kasarani and Nyayo stadiums.

The EACC said Kaberia used the direct procurement method irregularly and approved an advance payment of 330 million SH to the supplier against procurement laws.

The Commission also announced that the guarantee for the advance payment in February 2018 expired before the contractor had signed the order and no renewal was obtained.

The probe also highlighted another irregular deal with a contract worth 995 million Schilling who were awarded to a foreign company, Gregori International.

According to the EACC, the previous PS did not hold any proper negotiations with the company and did not create an inspection team to confirm the quality of the work before payments were approved.

Although Gregori did not provide any services internationally, he received 220 million SH. The Commission said that the Ministry of Sports had accepted a advance payment guarantee that was not approved by the Central Bank of Kenya.

The Ministry, which worked on a petition of the foreign company, could not inform the ministry that no work had been undertaken. The EACC warned that this omission had influenced the decision of the court.

The committee hopes that Kaberia's appearance will clarify the unsolved issues and will help to determine the path for the blocked stadium projects.
