Thomas B. Kin Chong was born on May 24, 1938 in Edmonton, Alberta. His mother was Canadian with Scottish and Irish roots, while his father was a Chinese immigrant who arrived in Canada in the 1930s. After immigration, Chong's father initially lived with an aunt in Vancouver. Tommy had an older brother named Stan (1936–2018). As a child, Chong moved to Calgary with his family, where she settled in a work in the working class, which he described as a “dog blick”. According to Chong, his father was injured during the Second World War and was moved to Calgary due to the presence of a veteran hospital.

There he bought a modest home for 500 US dollars and supported the family with $ 50 a week. Chong left the Crescent Heights High School at the age of 16 and admitted that he would probably have been excluded if he hadn't got out.
