Video show malignant

A malignant dog attack that was caught in front of the camera calls for the claim to change the laws in New York City.

Penny, a Chihuahua mix, was beaten on Saturday evening on the Upper West Side, the police said. Penny is now in the intensive care unit, but the owners of the dogs who have attacked will probably not have serious criminal charges.

What the video shows

As the film material shows, Penny was maliciously beaten out of nowhere by a much larger dog. The woman who held the leash seemed powerless to stop the attack.

“She was on a short leash right next to me. It wasn't as if she was just running freely. It wasn't as if she had provoked something,” said Devon Allen, the owner of the Chihuahua mixes. “It is obviously negligent. I think it is clear that these dogs are a problem.”

More video from the corner of the 86th Street and the Columbus Avenue on Saturday evening shows the large, muscular dogs with their pines, which felt on Penny, a rescue that only weighs £ 16.

Then everyone grabbed a man's stick.

“And I was able to put the stick into my mouth so that it opens,” said Allen.

The film material then shows the couple, which seems to be responsible for the larger dogs without helping.

Will this attack lead to a change in the NYC laws?

Penny has serious and extensive wounds. Everyone shares custody with his ex-girlfriend Lauren Claus, who was not there.

“I saw the video once and can't see it again,” said Claus.

Claus has launched an online donation campaign for the payment of medicinal bills, and it is committed to the legislators for strict punishments after the police could do little to do what they could do because dogs are considered property.

“Basically, I can only sue this man in front of the civil court and I could try to explain and take the dogs dangerously,” said Claus. “It is very difficult to find people who take enough care of a dog who is crazy, which is crazy, but I just hope that they will take care of this dog because they are really the best dog.”

CBS News New York spoke to the city councilor Gale Brewer, who said this seems to be the second time that the two dogs attacked another dog.
