The Mayor of Tarlac, which was bound to asphalt scandal

An Audit Commission (COA) has associated the Mayor of Tarlac, Maria Cristina C. Angeles, with a number of irregularities in multimillion peso asphalation projects, including non-authorized contracts, double payments and conflicts of interest in which the company of her husband was involved.

The fraud test report No. 2025-003 showed that road projects were implemented without the necessary approval of the Sangguniang paneled death. The examiners also marked double payments for overlapping parts of the asphalt work, which led to unjustified payments.

In a large ethical violation, the city government provided building materials from northern builders, a company that belongs to the spouse of Mayor Angeles. Coa said that this conflict of interest throws a shadow over the entire procurement process.

In addition, check payments of 21.23 million pesets were published before the creation of official payment vouchers, which COA described as a license plate for potentially fraudulent transactions.

The mayor was also bound with another questionable project, one of COA as a disadvantaged contract of P41.2 million firm waste, which was characterized for the government. The exam showed that the preparatory conference was made with a visitor sheet one year after the alleged meeting.

The committee for offers and award ceremonies were able to properly evaluate the documents and awarded the contract to a supplier that lacked the necessary technical qualifications.

CoA came to the conclusion that the city government was sufficient for unjustified services on the non -eligible supplier and that Angeles was directly liable for the approval of the irregular procurement.

The report asked the corresponding agencies to examine the mayor and the city officials for possible legal and administrative sanctions.
