GH ¢ 49m scandal: National security authorities must also follow procurement laws – Bright Simons


The voluntary vice president of Imani-Africa, Bright Simons, has pushed Ghana's national security apparatus to comply with the broader principles of financial accountability, despite the legal exceptions that they enjoy according to the existing procurement laws.

“Even national security services must follow the applicable laws such as public financial management such as national procurement laws, except to the extent that information about them is brought to the public that they need to know,” he said Joy News' Newsfile Program on Saturday, May 10th, when he discussed the ongoing public discourse on the alleged embezzlement of GH 49 million by the former executive director of the National Signal Bureau, Mr. Adu Boahene, with a detailed analysis.

According to Mr. Boahene, the essential funds in question were spent during their time outside the government to the then government and the National Democratic Congress (NDC) of the opposition.

While Ghanaian law is currently freed national security operations from standard procurement processes, Mr. Simons allegedly suggested protecting matters of national interest that such exceptions may not be interpreted as a flat -rate publication from the accountability.

He emphasized that unchecked financial discretion in the security sector undermout the public trust and open the door to corruption, and argued that the distraction of funds that disrupt critical security functions should not be tolerated.
