Thiruvananthapuram: A large recruitment scandal was created in the Department of General Education Department of District Idukki, where five surplus employees were illegally regulated and subjects were explained in violation of the service rules. Their appointments have now been canceled, and the official responsible for the irregularity, S. Rajesh Kumar, was suspended. However, over 85 others who have been regulated in a similar way remain in operation without still making a decision regarding their status.

These incidents come at a time when hundreds of rangin doors from the public service commission (PSC) are still waiting for legitimate appointments.

According to a petition submitted by one person named Raghunathan – which had been regulated in this way, a person named Raghunathan – which was even regulated in this way – was before the Kerala administrative court. During the investigation, the department for general education found that several surplus employees had been illegally appointed to regular bodies. Although the necessary qualifications and reviews were missing, the probation was declared and the service was granted, which seriously concerned concerns about the integrity of the recruitment process.

Several questions remain unanswered, especially about how the surplus staff, which has been temporarily appointed, has been granted permanent positions without compliance with without legal procedures. Documents received under the law on information (RTI) show that officers from the Deputy Directorate for Education in Idukki – including the superintendent of the seniority section and the employees – were called to the secretariat with all associated files.

The results were amazing. The Deputy Education Director of Idukki admitted that five different people were appointed as employees as employees as part of a state order for surplus roles. According to reports, the date files were reported, which makes full review impossible. While an employee was included in the official list of service, the remaining four were refused to probation and the office on the grounds that their service cards were regarded as not justified. These people have now submitted a case before the Kerala administrative tribunal.

The government has confirmed that the clerk S. Rajesh Kumar was behind the recommendation for the illegal controls. It is believed that he may have acted in consultation with other officials. The appointments were processed without confirming whether the employees had passed the mandatory exam at the department level, the manual for office proceedings (MOP) and without police review. The authorities also found that both the government and the judiciary were misled with false claims in relation to the authorization of the employees for permanent appointments.

This serious violation of the rules only came in office after a new employee was accepted and began to check past records. Although Rajesh Kumar was originally suspended because of his role in misconduct, he has been stopped since then. Officials emphasize that a thorough review of all related files from the period is of essential importance in order to fully understand the extent of misconduct.
