OSP raises criminal charges against Charles Bissue because of alleged IMCIM corruption scandal


The office of special prosecutor (OSP) has submitted 15 criminal complaints against Charles Bissue, former secretary of the late interpere ministerial committee for illegal mining (IMCIM), and his alleged accomplice Andy Thomas Owusu for corruption and abuse of the public office in a contract merging, which affects GHC355,000.

The charges submitted to ACCRA on April 28th at the High Court (Criminal Division) claims that Mr. Bissue served as IMCIM secretary between January and February 2019, as a secretary of the IMCIM brain money, the total of GHC35,000 by a Benjamin-Adjapong, directly and via Owusu without suitable documentation Documentation without suitable documentation without resources for the Orr resources.

The fees include several counts against both defendants. Bissue faces nine counts, including the use of the public office for profit according to § 179c (a) of Law 29 for the preservation of GHC 15,000 on January 22, GHC 10,000 on January 30th and another GHC 10,000 on February 8th to avoid IMCIM examination processes.

He is also charged with a civil servant in accordance with Sections 239 (1) and (3) of Law 29 (in relation to Law 1034) to accept bribes in order to influence the official duties.

Mr. Owusu faces six counts, including the corruption of BISUE in accordance with Section 179c (b), when he acts as a middle man to facilitate payments, as well as to accept the corruption of an official and bribe in order to influence up to Section 239 (2) & 252 (1).

These charges refer to GHC 5,000 withdrawals, which he allegedly received in Kumasi because he mistakenly claimed that he could secure favors from bisue.

The examination of the OSP showed that Mr. Owusu, in a spiked operation by Tiger Eye Pi, has negotiated a GHC 100,000 bribe (later reduced to GHC40,000) with adjapong and was able to be represented as representative of the Orr resources.

Mr Bissue ultimately received 35,000 GHC, while Mr. Owusu was 15,000 in accordance with the GHC public prosecutor.

In return, Bissue allegedly gave fraudulent permits and stickers that explain the resources that correspond to the mining laws.

Imcim, founded in 2017 to combat illegal mining (Galamsey), was dissolved in 2021 after corruption scandals, including the alleged participation of Bissue in the embezzlement of excavators and gold nuggets.

In November 2024, the Human Rights Court rejected the final in a series of complaints submitted by Charles Bissue to prevent the office of special prosecutor from arresting, investigating, examining or accusing it.

Mr. Bissue had previously received a 10-day ex-park dispute, which the OSP held by the arrest because the arrest warrant was illegally procured and intended to bother it.

He also looked for an explanation that a message that marked it as desired was invalid.

According to his judgment, the court found the claims of Bisue to be completely unfounded that there was no evidence of his allegations. The central question was whether the district court of Kaneshie for OSP had actually issued an arrest warrant against Bissue.

The court decided that it was a bit responsible to provide such an arrest warrant that he had not done.

The judge came to the conclusion that no arrest warrant had been issued and the lawsuit was rejected as a determination of the imagination of the bisue and the costs of 10,000 GHC against him had been granted.

This judgment solved the way for the OSP to continue his investigations to the participation of Mr. Bisue in the no longer existing IMCIM, and in another separate case, accusations for accusations of corruption in the Tiger Eye PI documentation Galamsey was part 1.
