Ex-Giif CEO and Prof. Ameyaw-Ekumfi calculates over $ 2 million Himmelzug-Fiasko


The General Prosecutor's office has officially calculated the former CEO of the former Ghana Infrastructure Investment Fund, Solomon Asamoah and ex-board chairman Prof. Christopher Ameyaw-Ekumfi for the controversial ACCRA Sky Train project, which supposedly cost the state 2 million US dollars.

The charges submitted today at the High Court (Criminal Division) include a financial loss of the state in accordance with the law on criminal offenses, conspiracy, crime by deliberate discharge of public funds and deliberate transfer of public funds in accordance with the protection of public property.

The public prosecutor claims that the accused approved a payment of 2 million US dollar from GiIF to Africa Investor Holdings for preliminary work at the Sky Train Project in February 2019. According to reports, payment was made without proper approval from the Board of Directors.

The Sky Train project, which was initiated in 2018 as a public-private partnership for an urban rail system in ACCRA, included a memorandum of understanding between the Ministry of Railways, Africa investor Holdings and Giif. However, investigations showed that the payment of 2 million US dollars had not exceeded the duty of due diligence and violated the GiIF Governance Protocols.

Attorney General Dr. Dominic Ayine said that the accused acted outside of her mandate and added considerable financial damage to the state. “The payment was not authorized and the project has never been made. This is a clear case of financial misconduct,” says the submission.

The case will continue before the High Court, where the AG's office states that some Giif board members have agreed to testify as a witness to the public prosecutor.

This public prosecutor is part of the government's more comprehensive action against financial misconduct after warning of previous accusations in the scandals and NSS -Ghost scandal, of pending charges in the Sky Train and the NSS -Ghost names.
