The suspect accused in 2024 Death of Amillier Penn

Grand Rapids, Mich.-Fast A year after the 15-year-old Amillier Penn was shot in Grand Rapids, a suspicious criminal was charged.

According to the Grand Rapids Police Department, Cartiyae Pascal was officially charged with open murder in connection with the death of Penn. The 17-year-old was charged as an adult before the 61st district court on Tuesday.

The shootout occurred on June 2, 2024 in the Umatilla Street near the Madison Avenue on the Southeast side of the city. The investigators said Penn played a football game with friends.

Fox 17 spoke to Penn's family in the months after his death. They asked the public to express themselves if they knew something about the case.

A reward was also offered for information that led to an arrest.

The investigation gained in April 2025 when they were introduced in the first episode of “All Access PD: Grand Rapids” to determine “All Access PD: Grand Rapids”. The series promised an unprecedented degree of access within the Grand Rapids police department.

During the episode, the investigators revealed that they had been concentrating on Pascal as potential suspects for months.

However, the detectives were frustrated by lack of evidence and testimony that Pascal could bind to Penns Murder.

On September 1, 2024, another shootout from the police gave ground to arrest Pascal. The shootout outside of a Southeast Convenience Store was recorded by surveillance cameras, in which Pascal was said to be shot several times on a person who left the business.

“For almost a year, the GRPD detectives have been pursuing every lead and every tip and carefully build this case to do justice to Milli and his family,” said Eric Winstrom, chief of police from Grand Rapids. “The brazen murder of a 15-year-old child who plays football with his friends is one that our city will never forget. I know that there are many people in Grand Rapids and all over the country who have been invested in justice for milli. Although it can never extinguish the feeling of loss, I hope that he gives his family and the relatives a certain level of healing.”

The investigators used statements by several witnesses who said Pascal admitted to them that he had killed Penn according to the court documents. Detective founded Pascal and Penn had fought each other several times before June 2024. One of these fights was recorded with the video in the hands of the police.

A surveillance camera recorded the shootout and showed that the suspect was running after the shots were fired into a house in which Pascal lived. Detective told the judge that the video was not clear enough to positively identify Pascal according to court files.

When the officials searched Pascal's phone, they found further evidence that connected the teenager with Penn's death, including pictures and videos from Pascal, who posed with weapons.
