Six condemned in the Timales salary billing scandal; recovered over gh ₵ 106,000

Six people were convicted by the High Court in Tamale for their participation in a corruption program for wage and salary statements as part of the Ghana education service, which led to a former teacher to illegal payments.

The convictions were secured as part of a negotiation agreement initiated by the Office of the special prosecutor (OSP), which led to a complete reimbursement and reparation of the stolen funds.

The convicted person's school managers, salary billing officers and accountants illegally validate and reactivated the salary payments for Tahidu Yakubu, a former teacher who left his office in 2022 to agree a new appointment in the Masloc region in the Northeast region.

Despite his withdrawal, Yakubu continued to receive salaries due to the deliberate acts of the co -configurers.

Between August 2022 and January 2023, he received net salary GH ₵ 16,416.89, although he had no longer worked on the Balogu Junior High School in Yendi.

Investigations by the OSP showed a sustainable system for manipulating salary validation systems. The fourth defendant, the former headmaster Mohammed Yusif Jay, illegally validated the status of Yakubu, while the third accused, the auxiliary employee, Sammy Suuk, verified these validations.

In January 2024, new efforts were made to recover the Yakubu content for a period of eight months, which led to an additional GH ₵ 47,064.34.

According to the OSP's investigation report, the behavior of the accused led the state to pay the undeserved gross salary of GH 86,318.95 for the first defendant. “

The court, which was directed by the High Court to Tamale, accepted the plea bargain on April 30, 2025 and ordered the reimbursement and reparation with a total of GH ₵ 106,319.64. This sum has been completely restored since then.

As part of the plea bargain in accordance with Section 71 of the Office of the Special Prosecutor's Act 2017 (Law 959), the accused also agreed to provide information on supporting further law enforcement. In the report, the special prosecutor Kissi Agybeng confirmed that this information was made confidential to both his office and the court.

The convictions are part of a broader initiative to clean Ghana's public salary accounting system. The state wage and salary calculation examination is currently being called up by the OSP and the controller and the general book of the General in Phase I on the Ghana Education Service and the Ghana Health Service.

Further phases will examine salary statements in ministries, departments, agencies and metropolises, municipalities and district meetings.

The OSPS showed that there are six further criminal courses in Accra, Tamale and Kumasi, with further law enforcement to be expected that deepen with the examination.

According to the special prosecutor, these procedures signal our renewed determination to blame corrupt civil servants and to regain everyone against fraud of salary bills of lost CEDI. “
