2 Chinese doctors who have freed licenses in top -class misconduct and fraud scandal

A surgeon in a top hospital in Beijing was triggered after a scandal with an affair with a trainee, a surgical misconduct and an academic fraud.

The doctor Xiao, 38, formerly deputy chief physician in the Thorax Surgery department in China-Japan Friendship Hospital, was shown to his medical license, reported from the Communist Party and excluded from the National Health Commission for at least five years from a statement.

The investigation was launched in April after Xiao's wife published an open letter online in which he had accused several out-of-marital matters with a training doctor who had assumed Dong, Dong Named Dong and claimed that after a dispute with a nurse, he once assumed the middle of the operation. Post quickly became viral, triggered public outrage and asked the NHC to open an investigation.

According to the official findings, Xiao as the main surgeon stopped an operation in July 2024 after a dispute with a nurse, left the operating room while the patient was still under anesthesia, and removed his surgical assistant from the procedure.

The investigators came to the conclusion that Xiao had “put personal emotions about patient safety” and could not maintain the professional responsibility of a doctor. The NHC described his actions as a “serious violation of medical ethics”, which had caused an “extremely negative social effect”.

Another person involved in the case, a prospective doctor of Dongon, was falsified and plagued her doctoral thesis – which led to the cancellation of her diploma, her degree and her medical qualifications, according to the explanation.

The 28-year-old dong was assigned to the China-Japan Friendship Hospital for standardized residence training at the time of the affair in 2023. Once regarded as an elite academic, Dong's login information was found as fraudulent.

The investigation showed that it was approved for the Beijing Union Medical College (PUMC) in 2019 via the “4+4” pilot program by submitting fake transcripts for four medical requirements.

The program approved by the Ministry of Education provides for applicants to be a top 50 global university and conclude at least 66 medical requirements.

Dong had a degree in economics at Barnard College in New York, which was connected to Columbia University.

It was found that its doctoral thesis from 2023 contains over 20 percent overlapping of text with the work of another student from the same year, which is the academic plagiarism. Additional examination revealed three cases of improper authorship and a case of double publication among their academic papers.

As a result, Pumc Dong's conclusion and diploma revoke, while the Beijing Municipal Health Commission canceled its medical qualification and practical license.

The China-Japan Friendship Hospital was instructed to make directions, received an official warning and was punished.

The hospital was also instructed to correct internal management.

In the meantime, the PUMC “4+4” program is subjected to a comprehensive review, whereby officials promise reforms in approvals, clinical supervision and ethics training.

The NHC found that the examination has not yet been completed, whereby all persons and departments that are still involved are further checked. It also announced a nationwide campaign to improve medical ethics and to ensure patient safety.

“Medical specialists always have to put patients in the first place,” emphasized the NHC in its explanation.
