“It is almost impossible – not complete – but almost impossible for anyone to get out of this facility without help from outside,” she continued.

One of the refugees, Kendell Myles, was arrested in the French district on French afternoon and hid under a car in a hotel car park. Myles is charged with attempted second degree murder, According to the office of the Sheriff of the municipality of Orleans.

A correction monitoring technician was present at the time of escape in the control module, but the movement was unnoticed due to the angle of the camera cover and the use of a physical blind spot by the occupants.

Infrastructure and personnel problems

The escape has drawn attention to long -term problems within the facility. In a statement, the Sheriff office confirmed that about a third of the prison's surveillance cameras are currently not functional in three in the unit in which the escape occurred. The occupants had been moved to this device, while the renovation work, including new blocking installations, had been going on in their previous living area.

“These people, who were able to get out, triggered this on the cells because of faulty locks,” said Hutson. “There is no way that people can get this facility out of this institution. We intend to find out exactly what happened.”

Hutson also recognized the ongoing lack of personnel that made it difficult to monitor all 24 pods within the prison. At the time of the escape, 36 employees and four superiors were on duty.

The operation is now committed to improving the capital budget to tackle these security gaps, including an estimated 5.2 million US dollar, which are required to replace the faulty locks in the prison.
