NCDMB boss gave 2 weeks ultimatum to withdraw over N7.7 billion scandal

The executive secretary of the Nigerian content development and surveillance committee (NCDMB), engr. Felix Omatola Ogbe has issued a two -week ultimatum to step down via the alleged embezzlement of 7.7 billion N or in the Federal Capital Territory (FCT).

The network for the transparency and reform of the oil sector (NOSTR) gave the deadline in a statement signed by its president. Ambassador Charles AbakpaOn Sunday, May 18, 2025.

NOSTR described the revelations around the alleged non -authorized payments to a private consulting firm, SB Capital Partners & Advisory Limited “A shameful betrayal of public trust” And “An indictment against the leadership at the highest level of the board. “

According to reports, OGBE has reported payments of a total of over 4.7 million dollars to the consulting firm without the necessary approval of the Federal Executive Council (FEC) that violates procurement laws.

The alleged payments, initiated by the incumbent financial director, Fatima Bashir Mohammedwere made to obtain funds that were deducted from the Nigerian content development fund by the Federation general accountant's office (OAGF).

“This is a scandal of monumental dimensions. We can not continue to pretend that everything is okay, while exactly the institutions that are supposed to protect our national interests are looting the Public Ministry of Finance.” Said Abakpa.

“Felix Ogbe has to step aside immediately to enable an independent examination. We give him 14 days. If he does not go back, we will mobilize Nigerians and occupy Abuja's streets in protest.”

The group condemned what it described as an office pattern under OGBE's leadership, including alleged contractual quotes, the appointment of key officials without proper approval and extravagant foreign training programs that have measurable effects.

“This was a problem with the government of the government, which required a high inter-agency engagement, not private intermediaries with questionable motifs. We will not be outdated and observe how this continues.” it explained.

NOSTR also made concerns about a document he received “Critical stakeholders” in the financial sector.

“This is malice in high places and we are demanding accountability. We are not a fool. The public service is not a goal for unchecked luxury.” The instruction added.

Abakpa said that the alleged brazen disregard for financial rules, including the contracting for the bypass of the FEC registration thresholds, showed a deliberate intention to distract public funds.

He also criticized the appointments of the most important financial officials who were allegedly involved in the alleged scandal, and claimed that they were established exclusively at the discretion of OGBE without the necessary state approval.

“This leads to red flags through the internal accountability within the board and suggests an inner circle that was created for exploitation and not for transparency.” Abakpa added.
