The ex-Uon council member Joel Kibe denies the role in the appointment scandal

The former member of the Council member of the University of Nairobi, Joel Kibe, refused charges for abuse of office and said he was not in the country at the time of the alleged crime.

Kibe is one of the five people – including the chairman of the University Council, Prof. Amukowa Anangwe – who were charged with the institution in connection with the irregular appointment of Daniel Brian Ouma Okeyo as deputy chief operations officer.

Kibe, a businessman and a former council member, said, however, he was in the official business in Japan on April 19, 2024 – the date on which Ouma was supposedly named in the role.

“Our customer saw an indictment online in circulation online, in which he said on April 19, 2024, together with others, the said offensive on the above date, on April 19, 2024, that Mr. Kibe was not in Kenya. At that time he was in Japanese shops in Japan”.

Supporting documents -including flight tickets, a pass copy, a boarding pass and a gazette, which shows the earlier removal of Kibe from the Uon Council from the Uon Rat -was presented to the EACC and the office of director of the public prosecutor's office (ODPP).

“These documents clearly show that at the time when the alleged crime was committed, our client was physically absent and therefore could not be involved in illegal activities within Kenya at the material time,” says the letter.

Kibe was particularly absent in the group of council members, which were brought to the EACC headquarters of the Integrity Center on Friday, May 16, before they were charged with the Milimani courts. The four, which had appeared in court, denied the indictment and were released against a deposit of 500,000 KSH.

Kibe's Legal Team argues that the evidence submitted should release him from misconduct and asked the authorities to check the case accordingly.

“We respectfully ask that your office will take this relieving evidence into account for the decision on the indictment against Mr. Kibe. Our client is ready and ready to work completely with a lawful examination process,” added the lawyers.

In the meantime, Daniel Brian Ouma, who has been irregularly appointed deputy operations officer, became separate charges for illegal acquisition of public property – in particular KSH32,459,406.15 KH at salary payments from the University of Nairobi.
