Asean Digital Index Workshop shows knowledge and puts the stage for Adix 2.0

On May 20, 2025, the Asean Secretariat, in cooperation with the European Union, organized the latest online workshop for Asean Digital Index (ADIX) through the improved Regional EU-OSEAN Dialogue Instrument (E-Readi). The event gathered important stakeholders from ASEAN member states (AMS), experts in digital economy and political decision -makers to think about Adix 1.0's progress and work together in the next phase of their development.

The workshop opened with comments by He Satvinder Singh, deputy general secretary of the Asean economic community, and he Sujiro Seam, an ambassador of the EU in Asean, and underlines the importance of data-controlled tools such as Adix in the management of aseans digital transformation.

Through a number of interactive meetings and Slido activities, the participants examined the methodology behind Adix as a composed index. They also checked findings that were gained from the recent open house with the Joint Research Center and the competence center of the European Commission for Association Indicators and Scoreboards (JRC-Coin). The ASEAN member states shared practical strategies to improve data availability and the coordination between agencies. This is the key to strengthening the implementation of the digital guidelines in the region.

Some highlights and reflections include:

  • JRC coin knowledge was used to refine Adix's methodologyto ensure stronger statistical basics and transparency when creating the index.

  • AMS shared national approaches to coordination between agenciesWith countries such as Indonesia, the Philippines and Singapore, highlight the successful models to improve digital data acquisition and the guideline orientation.

  • The participants checked and evaluated the proposed ADIX 2.0 indicatorsIdentify those who are most relevant for the digital economy framework agreements and the digital master plan 2030 for the digital economy framework.

  • The EU and Asean outlined the next steps in digital cooperationIncluding joint technical support for Adix 2.0 and plans to expand the cross -border digital infrastructure.

  • Clear priorities were created to update the indexsuch as B. dealing with less relevant indicators, concentration on emerging digital trends and investments in mechanisms for timely and consistent data exchange via AMS.

The workshop ended with a panel in digital EU-Aasean cooperation and stated the tone for improved collaboration in building a more networked, more competitive and integrative digital asean.
