A high point man is commissioned to operate a disturbing international children's network for young people and in need of protection.

The 20-year-old Prasan Nepal from High Point was arrested on April 22nd. A co -accused, Leonidas Varagiannis, was arrested in Greece on Tuesday.

According to the US Ministry of Justice (DOJ), the men are connected to a nihilistic violent extremist network (NVE), which is known as 764 and is defined as “a violent online network, that tries to destroy civilized society through the corruption and exploitation of endangered population groups, which often include minors”.

Former FBI agent Chris Swecker said that the alleged crimes were shocking.

“This is the worst worst,” he said. “I don't think they could come up with a more disgusting case and a kind of crime.”

According to Doj, both men had a leadership roles in the organization that operated between the end of 2020 and early 2025. When the men are convicted, the men will have a maximum punishment for life in prison.

According to the DOJ, the men and other sexual abuse materials of the child have created that facilitated the “care, manipulation and blackmail of minors”, order the victims “actions of self -harm” and “psychological agony and extreme violence against minors”.

The content contained “cutts” and “blood oaks” and encouraged children to cut symbols into their body, said the doj.

In addition, the victims were encouraged to participate in self -confusion, including sexual actions, damage to animals, sexual exploitation of siblings and other acts of violence, threats of violence, suicide and murder.

“These accused are accused of founding one of the most hideous online exploitation companies for children that we have ever met – a network based on terror, abuse and deliberate targeting for children,” said Attorney General Pamela Bondi.

The 764 network aims to achieve social unrest and the downfall of the current world order, including the US government, said civil servants.

“The allegations in this case are not only worrying, they are also the nightmare of every parent,” said US lawyer Edward R. Martin Jr. for the District of Columbia.

At the beginning of this year, after Amber Alerts had been exhibited by online predators for two teenagers in North Carolina, WRAL News spoke to cyber security experts about how children can be brought to safety.

Chadrick Barefoot from the Task Force for Children from SBI Computer Crimes Child Exploitation is easy for human dealers to reach their child if they have internet access.

“We live in a world in which our children are also victims in the perceived security of their own houses by perpetrators who are almost everywhere,” said Barefoot.

Human dealers are usually aimed at unattended young people online and make the monitoring of the parents of crucial importance.

“They aim at these children and they know how to get to them,” said Swecker. “You know the apps on which you can meet them.”

“Parents know their children, hopefully better than anyone else,” said Barefoot. “If you see signs of changes when you see that your children no longer act in the past, you have to ask some questions and have an open dialogue.”
