Five named suspects in the corruption scandal in RP500 B in NAT'L DATA Center project

The office of the Central Jakarta Attorney General has named five people as a suspect in a top-class corruption case in which the Interim National Data Center (PDNS) is involved in the framework of the Ministry of Communication and Computer Science (now the Ministry of Communication and Digital Application or Kombigi) during the period from 2020–2024.

One of the suspects is the former general director of computer science applications (apika) in the Ministry, Semuel Abrijani Pangerapan.

“The first suspect is Semuel Abrijani, former general director of Aptika in the Ministry,” said Safrianto Zuriat Putra, head of the Central Jakarta public prosecutor, said on Thursday, May 22, 2025, at a press conference.

The other four suspects are Bambang DWI Anggono, director of public information at Kombigi; Nova Zanda, the commitment of the project to make the officer (PPK); and two managers of a private company that were identified by the initials AA and PPA.

All suspects are detained for 20 days during the examination. Semuel and Nova are held in the Salemba prison in Central -Jakarta, Bambang in the Cipinang prison in East Jakarta, AA in Salemba Penintentiay, and PPA in the Pondok Bambu Penitentiary in East Jakarta.

It is believed that the alleged corruption associated with the procurement and management of the PDNS project caused a state loss of around 500 billion RP (31 million US dollars). The case dates from 2020 when the Ministry started with procurement processes for the PDNS project with a total budget allocation of 958 billion RP.

According to Bani Immanuel Gint, head of the secret services in the Central Jakarta public prosecutor's office, a system was developed to prefer a certain company, PT AL, with a contract in 2020 securing a contract of 60 billion RPS.

In 2021, PT Al again won a contract worth over 102 billion RP. The following year the requirements of civil servants and the company were deliberately changed to secure another contract, this time via a value of 188 billion RP.

The company continued to win lucrative contracts, including a RP351 billion cloud computing project in 2023 and another project of 256.6 billion RP in 2024.

However, it was shown that PT al has worked with a company with a company that could not meet the essential standards for ISO 22301 certification – a critical requirement of the National Cyber ​​and Encryption Agency (BSSN) to assess the authorization of a bidder.

ISO 22301 is an internationally recognized standard for Business Continuity Management Systems (BCMS), which is intended to help companies prepare to react to disruptive incidents for disturbing incidents such as natural disasters, cyber attacks or operational failures. Certification ensures resilience and continuity in the provision of essential services during the crises.

The authorities continue to investigate the extent of corruption and the roles of every suspect, whereby the further legal proceedings will develop in the coming weeks.
