State officials promise improvements in the botched e-bike registration san Diego Union-Tribune

State officials who work on terminating the botched rollouts of a long-delayed electric bike program have presented new providers to manage the next application time and expect the non-profit organization of San Diego to manage the program in the course of this year.

The California Air Resources Board, which has been developing the $ 31 million e-bike incentive project for years, announced the changes in the past week, days before the last planned registrations next Thursday.

Officials said that the Air Board and the pedal predicted the concerned non-profit organization in San Diego, which was selected for the administration of e-bike efforts, Akamai technologies and queues to manage the online registration from May 29 on May 29.

“Both companies are industry leaders in their areas and work with some of the world's largest companies in order to safely manage large amounts of data and traffic and to ensure a safe and reliable customer experience,” said the agency in a statement.

The announcement follows two problematic efforts to offer residents in California who want to buy electric bicycles, vouchers worth up to $ 2,000 to bid with technological problems as well as complaints from potential applicants.

In December, the California E-Bike Incentive Project website excluded tens of thousands of people when they tried to apply for grants. The April offer was even worse and closed a security threat under what the officials later said.

The Air Resources Board has apologized for the treatment of the applications and undertaken to do better.

“We had over 150,000 people who tried to get into the program and we only have 1,000 vouchers,” spokesman Lisa Macumber told reporters last week. “We understand their (potential applicants) frustration completely.

“It's a challenge,” she said. “It is like bringing tickets for a Taylor Swift concert.”

The e-bike incentives were developed to promote the alternatives for clean energy for driving by subsidizing bicycles for applicants entitled to income.

Officials of the Air Resources Board selected Pedal as a program manager after the non -profit San Diego had a similar program for the regional planning agency San Diego Association of Regionalments or Sandag.

Pedal ahead was later accused of fake records and the necessary documentation. Sandag took control of the project, but not before the pedal was selected as a state project manager.

The founder of the non -profit organization is Edward Clancy, a former political consultant who worked as an informant for the FBI more than a decade ago.

He was forced from the tax-exhausted organization after the San Diego Union Tribune reported that the pedal was in the foreground in multiple investigations.

The Air Resources Board has refused to comment on its official investigations. The Ministry of Justice also refused to comment on its review. The records showed a criminal investigation.

Clancy and Pedal Ahead, who have collected more than $ 2 million in state financial resources, have not answered the questions of the Union Tribune since last year.

Macumber said last week that the Air Resources Board was expecting its contract for the administration of the state e-bike program to restart this summer. She said that the resumption was due to the routine practice of the agency to raise new offers every few years.

“As a rule, we carry out new third -party administrators every three years,” said Macumber.

The state plans to award up to 1,000 vouchers on Thursday. The Air Board said that the third and last round of subsidies will be distributed in a single online advertising gift of around 9,000 vouchers next year.
